Dear Administrator:

I, ____________________________________________________________________ (full name and address) hereby petition the National Highway Traffic Safety Administration to immediately initiate rulemaking to accomplish 2 things as follows.

1. Develop and standardize an attachment for the existing crash test dummies to serve as a full-term pregnant abdomen for purposes of testing for compliance with the Federal Motor Vehicle Safety Standards (FMVSS). The attachment consists of a bladder constructed of a pliable but non-elastic material filled with frangible glass spheres, each of which is filled with dark red liquid of the consistency of water, the wall thickness of which being comparable to that of a standard 60-watt candescent light bulb. The glass spheres will be suspended in a gelatin matrix and formed to resemble the full-term abdomen of a pregnant woman. The device would have appropriate strapping to allow it to be affixed to any of the crash test dummies.

2. Incorporate the device into the crash test requirements of FMVSS 208, the performance requirements being that none of the spherical inserts will be broken in the crash test.
